The 50 move rule is not currently active on this site. Along with the 3 repeating position rule it will be added in the near future to allow players to claim draws. The rules will be as follows:

50 move rule: fifty moves have been played by each player without a piece being captured or a pawn moved.

Repeating position rule: The same board position has been repeated three times, with the same player to move and all pieces having the same rights to move, including the right to castle or capture en passant.

Claim A Draw

If the 50 moves are recorded or a threefold position repetition has occurred, can a player currently claim a draw, even though the feature isn't in the system?  

This is somewhat theoretical, because in most instances repetitions may be avoided if so desired, and when they take place both players have peaceful intentions.

The ability to claim a draw will be added soon. At present you would need to offer a draw and reply on your opponent agreeing.
